The Delta State Government has approved a budget proposal of N936 billion for the 2025 fiscal year. The proposal was disclosed during a press briefing following the State Executive Council (SEC) meeting presided over by Governor Sheriff Oborevwori at Government House, Asaba.
The briefing was attended by the State Commissioner for Economic Planning, Sonny Ekedayen, who was flanked by the Commissioner for Information, Dr. Ifeanyi Osuoza; the Commissioner for Works (Rural and Riverine Roads), Charles Aniagwu; and the Commissioner for Riverine Infrastructural Development, Chief Ebikeme Clark.
Ekedayen, in his address, explained that the proposed budget consists of two primary components: Recurrent Expenditure and Capital Expenditure.
The recurrent expenditure is set at N348,717,758,635, representing 37.25% of the total budget, while the capital expenditure is N587,361,060,084, making up 62.75%. He further noted that the 2025 budget proposal is 29.12% larger than the current 2024 budget.
“This 2025 proposal is 29.12% larger than the current year’s budget, demonstrating our dedication to advancing the state’s development,” Ekedayen said.
The commissioner also outlined the focus areas for the budget, which include agriculture, micro, small, and medium enterprises (MSMEs), youth empowerment, tourism, entertainment, social safety nets, poverty alleviation, physical infrastructure, healthcare, and education.
While discussing the budget’s financial framework, Ekedayen revealed that the proposed budget is based on an exchange rate of N1,300 per dollar. He further stated that the budget would be funded primarily by Federal Accounts Allocation Committee (FAAC) allocations, with internally generated revenue (IGR) as a secondary source.

“A significant portion of the funding will come from the Federal Accounts Allocation Committee (FAAC) allocations, with our internally generated revenue serving as the secondary source,” Ekedayen said. “To give a clearer perspective, we anticipate that our Internally Generated Revenue will reach at least N140 billion.”
Regarding the budget’s final approval, Ekedayen clarified that the proposal is still subject to review and will be officially transmitted to the State House of Assembly for further deliberation.

Ekedayen emphasized that the 2025 budget would be 100% organically funded, without the need for borrowing.
“We are committed to fiscal discipline. The 2025 budget will be 100% organically funded without any borrowing,” Ekedayen added.
